Suggestion for a translations permissions policy encouraging quality

Bug Description

Not a bug per se, just a suggestion.

I've just noticed that you are using an Open translations model. That's
good to get a translations project up and running, but in the long run
translations quality suffers.

I would recommend using the following permissions for great
translations, which you can set up here:

https://translations.launchpad.net/synapse-project/+settings

      * Translation group: Launchpad Translators
      * Translation permissions policy: Restricted
      * Translation Focus: (choose the series that is the current focus)

If you wish, you'll find more info about the different translations

That's it. These are just the suggestions from a translator POV, I hope you find them useful.

Synapse is still very young and right now benefits from having Open translations, that being said, this will be changed in the future.
