Bug Description

What happens:
If syslog service is not started, and starting i.e. auth-server or proxy-server using swift-init (auth|proxy)-server start, then the forked process will silently exit after writing it's pid in /var/run/swift/(auth|proxy)-server.pid, with exit code zero.

What should happen:
Print a message to STDERR about syslog not being available, and quit with exit code non-zero.
