Not possible to set a Stage for a lead if a Sales Team is not selected

* From the Lead form view, it's not possible to define a "Stage" because stages are linked to sales team
* From the Stages form view, there is no indication that a Sales Team should be linked to it

=>
       1) In the Lead form view, there should be a warning or a tooltip indicating that a Stage is linked to a Sales Team
       2) In the Stage form view, the "Sales Team" field should be available (and even more mandatory)

and for other stage we don't need sales teams

I am still seeing this but. Not sure when this should be released, but here is simple workaround. Select a lead from the list. Click on manage views, select CRM - Leads Form and click on edit.

List of all fields on the form will be shown in popup (you can do this through xml as well).
Locate field name stage_id and click on edit icon.

New form will be shown. Locate domain field.
There should be something like this: [('type','=','lead'),('section_ids', '=', section_id)]
Just remove that text from that field and hit Update.

That's it.
