Grub2 doesn't load after installation from Live CD 10.10 "File not Found"

I expected to see the grub menu and be able to boot to Ubuntu Linux
What happened:
I partitioned my system as follows in the LiveCD installer...
/dev/sdc3 is my / partition
/dev/sdc4 is my /boot partition
When the system boots I get the error message "file not found" and land the grub rescue cli.
ls (hd0,4)/ -> boot directory
ls (hd0,3)/ -> root directory
The prefix environment variable is shown as being incorrect:
prefix=
In order to fix from rescue mode I've had to do the following:
set prefix=(hd0,4)/grub
set root=(hd0,3)/
insmod linux
normal
From there I am able to boot linux...but I have not been able to figure out how to have the prefix environment variable stick. The installer should get this correct!
Please fix this problem. What other info can I give you to assist in solving this problem?
