desktop effects always disabled regardless of systemsettings

No error is reported in Xorg, everything is OK concerning compositing and direct rendering.

systemsettings says that that effects have been temporary disabled and that desktop effetcs are not available on this system but no reason is displayed.

Try to move ~/.kde/share/config/kwinrc aside and see if you can start effects after restarting your KDE session.

This got some significant changes in KDE 4.5.3, but that's only available from the ~kubuntu-ppa and not officially supported.

There have been many changes in Kubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on a currently supported Kubuntu version. When you test it and it is still an issue, kindly upload the updated logs by running apport-collect 688452 and any other logs that are relevant for this particular issue.
