1) A cant collect (apport-collect) information because I don't know to which package relate this problem.

2) Step by step:
a) Load Ubuntu 11.04 Natty
b) Try switch to full screen console by pressing keys: Ctrl + Alt + F1, Ctrl + Alt + F2 etc...

have you got propetary driver enabled?
if yes, can you try to disable to see if it reproduce the bug ?

Yes, I have propetary NVIDIA Driver. Version: 260.19.21
Without this driver console displays properly in fullscreen mode.
