Bug Description

Binary package hint: xserver-xorg

Topic says it all...fresh install of 10.04 64 Server, do-release-upgrade to 10.10. Running dpkg-reconfigure xserver-org (after apt-get xorg) does nothing at all..goes right back to cli.

I believe there is a typo in your description and title and you mean xserver-xorg (as xserver-org doesn't exist in ubuntu).
Regarding the lack of configuration options I believe this was done on purpose as the newer xserver's auto-detect the hardware when you start the xserver. If you need to change the settings you may find you now have to edit the file /etc/X11/xorg.conf with the settings you need. If you have made some changes to your computer that has caused xorg to stop working and there is a xorg.conf file present first try renaming the file so the xserver starts with the default automatically detected settings.
