Bug Description

The word “preference” is implied thought System > preference
But sometimes the word preference on the shortcuts and sometime not (this is inconsistent)
It only on few of the programs, we should either add the word preference be it removed from programs i.e. IBus Preference to IBus
Or add the word preference to everything else like Bluetooth to make it Bluetooth Preferences
This would then at least make it consistent
When the application (ie Bluetooth) is loaded it says Bluetooth preference in the title bar so adding the word preference would make it consistent with the title bar
 I think we should add the word preference to the end to make it consistent

I believe this is an inconsistency in the user experience and since the fix is trivial (just delete the a few words from the menu) I am confirming it as a papercut.

The word "Preference" should not be repeated for a System > Preferences menu item.
"Ibus preference" was fixed for maverick. There is Bug #687269 specifically for "Broadcast preferences".
Any other app with menu item repeating the word "preferences" should be filed as individual bugs. Closing this bug report.
