can't add style and bibliography paths to bibtex

Bug Description
When a path to the bibtex and bibstyle files is presented with:
rubber --command "bibtex.path PATH1" --command "bibtex.stylepath PATH2"
PATH1 and PATH2 are not added to BIBINPUTS and BSTINPUTS.
See the applied patch for a fix to this bug.
