Bug Description
If eyedropper tool is selected and I use Shift + Right mouse button drag to pan, Inkscape zooms in instead.

reproduced with Inkscape 0.48 and 0.48+devel r9938 on OS X 10.5.8 (default preferences)
Doesn't happen with other tools.
