Bug Description
COPYING.txt is not distributed anymore in release tarball.
Even if it's not strictly required to provide it, please consider to re-add it in a future release, maybe together with HACKING.txt file as well.
This bug is similar to bug #550220, it's likely a fix can be derived from it.

Yes, adding "include COPYING.txt HACKING.txt" to MANIFEST.in should do the trick.
