Bug Description
People frequently stop by IRC or send me e-mails about "nova-manage project zipfile" complaining about NoMoreNetworks. It's apparantly hard to discover that one needs to run "nova-manage network create". We should add an exception handler in nova-manage, telling the user how to resolve the problem.
