Bug Description
Apparently update-notifier cannot trigger the gtk dialog to help report bugs if a panel with a notification area is not running. Didrocks says it ends up in an infinite loop of kill/spawns.
Since we're removed the regular gnome-panel from the unity session, we need apport's automatic crash detection dialog to run without that systray support.

- add dialog when system crashes are detected to avoid fullscreen

- fix incorrect bits from the previous merge (thanks to Sebastien Bacher)
- honor the /apps/update-
set never display a notifcation area icon but instead always fire
up apport, if set, do the opposite and always show notifcation
area icon and never fire up apport automatically
