Bug Description
IMHO this line should be eliminated - other software installed in the same db might need plpgsql and will not work without notice
there is no harm having the language installed.

I will nominate that part of the code for a 5* (five-star) on the WTF scale...
In general, I do like SQL and doing things with it (as opposed to python or
Ruby on Rails over Java over Xen etc.) . But that snippet there is just a very
bad piece of code.
