Bug description in verbose footer should be indented by 2 spaces

Now that bug 276723 is fixed, all information in the bugmail footer is indented by 2 spaces, thus:

Title:
  Blah blah blah blah.

However, a long description will show up thus:

Bug description:
  Bug:+subscribe is actually handled by BugTaskView, for no apparent
reason. The +subscribe functionality should be extracted from
BugTaskView so that we can implement the better-subscriptions story
properly.

This is obviously incorrect; the whole of the description should be indented, not just the first line.

Because 12020 wasn't committed with the rollback tag, tagger isn't aware a rollback is available for 12017. Removing the bad-commit-12017 tag to make 11020 deployable, as we cannot change the raw information qa-tagger uses to fix it.
