"Restart to complete upgrade..." complains that "Window Manager" does not respond

Bug Description
Clicking on the the (') menu in the top-right and selecting "Restart to complete upgrade..." asks for confirmation, and then brings up a box complaining that the "Window Manager" is not responding and whether the user wishes to reboot anyway.
Since a normal user doesn't know what a Window Manager is, ideally the window manager should ensure that it can always respond and therefore allow the shutdown to proceed.
