Thanks for taking the time to report this bug and helping to make Ubuntu better. We appreciate the difficulties you are facing, but this appears to be a "regular" (non-security) bug. I have unmarked it as a security issue since this bug does not show evidence of allowing attackers to cross privilege boundaries nor directly cause loss of data/privacy. Please feel free to report any other bugs you may find.

Can you tell us exactly how you updated, and how you populated the tables?

I'm particularly curious about the following lines (some repeated) from your daemon.log file:

Nov 29 09:09:06 ns2 mysqld: 101129 9:09:06 [ERROR] Fatal error: Can't open and lock privilege tables: Incorrect file format 'user'

Nov 29 10:32:45 ns2 mysqld_safe[23482]: ERROR: 1064 You have an error in your SQL syntax; check the manual that corresponds to your MySQL server version for the right syntax to use near 'ALTER TABLE user ADD column Show_view_priv enum('N','Y') CHARACTER SET utf8 NOT ' at line 1
Nov 29 10:32:45 ns2 mysqld_safe[23482]: 101129 10:32:45 [ERROR] Aborting

Changed in mysql-dfsg-5.1 (Ubuntu):
status: New → Incomplete
