missing manpages in alternatives

Bug Description

Binary package hint: emacs21

[I don't know whether this is actually a problem
with emacs21, xemacs21 or update-alternatives.]

I installed xemacs21 after emacs21 and then had
to update-alternatives for various bits associated
with it. That left dangling symlinks to man pages:

/etc/cron.daily/man-db:
mandb: warning: /usr/share/man/man1/rcs-checkin.1.gz is a dangling symlink
mandb: warning: /usr/share/man/man1/b2m.1.gz is a dangling symlink

I have the following:

$ dlocate rcs-checkin
emacs21-bin-common: /usr/bin/rcs-checkin.emacs21
xemacs21-bin: /usr/share/man/man1/rcs-checkin.xemacs21.1.gz
xemacs21-bin: /usr/bin/rcs-checkin.xemacs21

As I understand http://www.debian.org/doc/debian-policy/ch-docs.html#s12.1, it is a bug that emacs21-bin-common lacks these man pages.
