Global menu, click show, click hide does not work if pointer not moved

Bug Description
Binary package hint: unity
Reproduce:
Hover over global menu item (ideally use track-point/nipple to guarantee non-movement)
Click once (show menu)
Without moving pointer ...
Click once again (hide menu)
The menu will now remain visible and all further clicks will continue to have no action and be ignored, /until/
Move mouse pointer ~1 pixel
Click again (hide menu)
Event will now be registered and menu will hide
Ideally user-input should always be handled or the user given other feedback on why it was not handled.
