Double-address on PEOPLE listing for NYC office

The deployed code has a fix for that issue for the non-picture view: I
didn't realize there was also an OSI-specific override for the
'people_picture' report. We just need to add a similar entry in
'src/osi/osi/views/overrides.zcml' for the second view.
