jstests for LP JavaScript client are not running automatically

The tests in ib/canonical/launchpad/windmill/jstests are not being run automatically in the test suite. I do not think they have ever been run automatically. I ran them with:

./bin/lp-windmill -m firebug jsdir=lib/canonical/launchpad/windmill/jstests/ http://launchpad.dev:8087/

There are currently 12 failing tests. In my current lazr-js upgrade branch, the above command never shuts down and continues to spin up threads. Maybe this is how using the windmill server directly always works and I never knew. But I suspect the threads are a result of windmill hanging as it tries to deal with the enormous launchpad.js file size.

These tests need to be fixed, and we need to find a way to run them automatically. The JavaScript lp client has no other direct test coverage.
