dch -i should just DTRT with native packages

Binary package hint: devscripts

In the case of apport-symptoms, dch -i sets the version to 0.9ubuntu1 instead of 0.10. There is not a Debian series listed in the changelog.

Using maverick devscripts:
2.10.67ubuntu1

How should dch decide between attaching ubuntu1 and increasing the Debian version?

Well, one option would be an rmadison type lookup or LP API call to see if it's in Debian. Another option is just to do add ubuntu1 across the board if it's a native package (should probably be discussed on ubuntu-devel).

Another option would be to check if there is at least one changelog entry with unstable as distribution.
