Horsebreeder does not honor economy settings

Bug Description

The Atlantean Horse breeder keeps on producing animals even if the limit (economy settings) is reached. I once lost track of him and at the end I had more than 200 horses on stock (economy limit is 5).

But... I found the "problem".
The horsebreeder seems to keep producing "over the limit" even if there is absolutely no need, if there is lots of corn available (more than the economy limit). Stopped the farms to get below the limit, and the horsebreeder stopped producing horses.

While this is not really what I like, I can understand the motivation of this logic. With corn I don't see a problem. I hope the smithes don't follow the same logic by wasting iron ore... :-)

If that's all desired behaviour, I can live with "Invalid".

This was recently brought up again, as the underlying issue seem seem to affect more buildings and wares. I'm marking this as a duplicate of bug 988870 (see espescially comment #8).
