Bug Description
Just a small set of improvements needed for the moderate view functionality.
The two views moderate_and_hide and moderate_
In addition, they could be combined into a single moderate view.
There is no form validation etc., or redirection back to summary/details.
The db is being updated on get requests (ie. we should add a @require_POST decorator and ensure the related actions are POSTed).
