kpowersave should give an option to enable userspace cpufreq

Bug Description

Binary package hint: kpowersave

In order to be able to control cpu frequency the file /etc/powersave/cpufreq must contain the line:

CPUFREQ_CONTROL="userspace"

There should be an "administrator mode" option to control this.

In Suse, powersave has yast2 module for such configuration. Since we do not have yast, we do not have GUI for these settings.

kpowersave 0.7.2 (now in feisty) have switched to HAL for power management and does not use powersave daemon anymore, therefore no need for GUI for configuring powersaved settings.
