OS: Ubuntu 10.04, 10.10
DE: Gnome

If you set the first language to Russian (or any other non-English) that terminal emulators do not respond to a combination of ctrx-c ctrl-x and other ctrl-<KEY>
I have tried not only gnome-terminal, but also others.

please fix the bug

Because the cyrillic character c and the latin character c are different to the computer. So you're not really typing ctrl+c. I think this is not a bug, but I understand that it's very inconvenient.

The problem is not that when you choose not English ctrl-c does not work. And if that does not work when not in English by default.
Example
If the first language set to English then: in gnome-terminal during a Russian language ctrl-c works with English works too.
If the first set is not English then: does not work in both cases.
When you click on the ctrl key is sent to the console's default language, English is not checking or not.
That is, if the default Russian then pressing ctrl-<KEY> sends the symbols of the Russian language and it is impossible to stop such programs not at all.

For reproduction of this bug does not need additional languages in the system ... simply add another keyboard layout.
1) System-> Preferences-> Keyboard-> Layout-> Add .. (Select any layout)
2) Send it by default "Move Up" and Close
3) in the gnome-termianl type "ping 127.0.0.1"
4) Try to stop it. In this case, it will not work as well in the terminal will be visible symbols of the default language.
Do the same with the English keyboard layout by default.

Thank you for taking the time to report this bug and helping to make Ubuntu better. The issue that you reported is one that should be reproducible with the live environment of the Desktop CD of the development release - Oneiric Ocelot. It would help us greatly if you could test with it so we can work on getting it fixed in the next release of Ubuntu.
