Converting a bug to a question almost always fails with Timeout Error

Bug Description
Lately it fails 99% of the time, with a Timeout Error and OOPS-ID, and the operation does not indeed take place.
It sometimes works randomly after retrying many times, but most of the time I have to give up.
It happens on several different projects and on all bugs I tried to convert.
Here are a few OOPS-ID numbers that I recorded, I can apparently reproduce at will:
- OOPS-1775C2125
- OOPS-1775D2100
- OOPS-1775L2170
- OOPS-1775L2174
- OOPS-1775D2105
