Bug Description
After having a similar problem (always a white stripe as with the tear off tab) with an C4480 using hpijs (which might have been an error of mine in the first place) I checked the hpijs PPDs that come with hplip.
I find the following lines inside the C4400 series hpijs PPD (reduced to required minimum):

When I interpret that correctly, the "raw" paper sizes for tear off (PhotoTearOff) and normal (Photo) are the same. The printable paper size or imageable area for normal is 36 points smaller than the one for the tear off version.
Isn't this a bug and Photo and PhotoTearOff are swapped?
I tested printing using hpijs and Photo 4x6 Tear Off. Now the white margin of about 9 mm is gone and I have boerdelss printing on all four edges.
The two really seem to be mixed up. Probably all the Tear Off entries are swapped with their normal counterparts.
When I switched to the hpcups version of the C4400 series driver the problem came back, now I have the white margin again, but this will be probably another bug report.
