default Rectangle Tool transparency level doesn't match Basic Tutorial

Bug Description
In the Basic Tutorial, early on it tells you to select the Rectangle Tool and draw some rectangles... it then says: "As you can see, default rectangles come up blue, with a black stroke (outline), and partly transparent. We'll see how to change that below. With other tools, you can also create ellipses, stars, and spirals:"
However, the default setting is not transparent at all. They are 100% opaque. I checked this against both 0.48.1 and the 0.48+devel r9861 development build.
The rectangles already shown are partially transparent, but the ones you draw are fully opaque.
Of course we figure out eventually how to change this setting, but by default the application itself doesn't do what the tutorial says it should be doing, thus leading to a bit of possible confusion.
