History: add ability to view changelogs

Bug Description

It would be good if there was some way (perhaps through a pane at the bottom of the screen? or a right click?) to see the changelogs of package upgrades. See also bug 1077205.

One use case for this is to see the changelogs from security updates that were installed in the background. See [1].

This function isn't important enough to appear inside the window, but it would make sense as a menu item. I've now specified a "File" > "Updates History" menu item. <https://wiki.ubuntu.com/SoftwareUpdates#Menus> What we need next is a design for the window that would open when you chose that menu item.
