Hard to find available software (users and groups)

Bug Description
Binary package hint: unity
Applications doesn't show all applications and that might be fine if it is performance related (see #660979).
However, in this particular case I wanted to add new users.
1. Went to "All applications", but apparently it doesn't show all applications, but just first 60 (10 rows and 6 colums), last one being "Text editor".
2. Went to system view: only 36 applications visible (6x6), Ubuntu One being last one
3. Went back to "All applications" and since I happened to know what I want to find I typed "u" to search bar, but "User and Groups" didn't appear. What about "a" (for adding user) and voila: it was there.
4. Went back to system and this time I was able to find users and groups with letter "u".

Ok, now "users and groups" is available also in "all applications" menu, if I type "u" to search bar. I created a test account and for this worked immediately. So, either it is a rare first time bug or I have made a mistake at some point. Anyway, the main problem stays.
