Translations done in Rosetta do not appear in Ubuntu

Bug Description

We have done most of OOo translations for Kurdish (ku) in Rosetta. In the resulting openoffice.org-l10n-ku lots of strings were missing, including major parts of the main menus. The reason I found was this:

Strings that appear in several po-templates and are translated differently in one of them will not appear at all in the translated OpenOffice.org. Instead they are shown in English. Since heavily used strings like "~Open" appear in several templates, this is serious.

During the conversion of the po files to a GSI file, obviously the strings in question are ALL marked as "fuzzy" and are therefore ignored. I encountered this when I tried to do this manually using the translate-toolking "po2ooo" script.

This is related to Bug#60570, but probably the description giving here is less complete.

Gutsy has the latest, correct translations from upstream. We are focussing more on upstream now, that seems to be the best.
