restrict file selector by mime type

When setting a field to be a file, there is no way to restrict the file's mime type in validation. The administrator should be able to choose a mime category (image, video, audio, text, application) to restrict the file to. If so restricted, then drop-down lists for this field would only display files of the appropriate mime type.
