Bug Description
It was reported by frederick that using hwpack install causes problem if behind proxy. this bug is uncovered by bug 670711 which causes l-m-c to require network.
i checked l-m-c and it does not explicitly ensure that the http_proxy etc. env variables are preserved when calling hwpack-install; also copying apt.conf and wgetrc might be a additional safety net to honour proxy settings made therein
