Setup Logger for console scripts

I've been seeing an message to the console during updates during the "evolve" steps:

No handlers could be found for logger "ZODB.blob"

I also have received the same message when TrustAfrica runs the generate_stats script (cronjob) which produces an e-mail each night since it creates this one line output.

Talked to Chris Rossi, he said we probably should work on setting logging for console scripts in KARL.

Notes for Devs:
If there will be any config changes in etc* for a fix, please reassign to Jim_SFU so that he can incorporate changes for staging and prod sites for all customers.
