Menu items in System does not have icons

Bug Description

Binary package hint: gnome-menus

The menu items in System do not have icons. This looks inconsistent. You can fix it by turning menus_have_icons on, but this will also enable icons in every other program menu.

thank you for your bug report, that's not a bug though but a gnome-panel upstream design decision
