The VLC menu is clearly visible at the top of the provided PNG file: Media, Riproduzione...

Please clarify what your problem.

but there is not the "x" button to increase, decrease etc the window

The system menu is provided by the window manager, not by VLC.

On KDE, you can reach the system menu with Alt+F3. Then you can disable full screen mode from Advanced -> Full screen mode. The procedure depends on your window manager.

VLC does not depend on wxwidgets.

Ok. Step to reproduce.

Play a movie in full-screen mode, when the movie ends vlc became black and the menu is disappeared.
