Just in case this helps I fixed the problem by doing :

sudo aptitude purge rabbitmq-server
sudo aptitude install rabbitmq-server

I think this is related to the Ubuntu package being broken under some conditions.

This issue is likely caused by a failure to resolve the hostname of the instance/server you're installing on. I ran into it when attempting to install rabbitmq-server on an EC2 host with a temporary hostname that did not resolve. Adding the hostname to /etc/hosts solved the issue.
