Explanation of the Ubuntu change and why it can be dropped:

The only change in the Ubuntu package: "debian/libapache2-mod-python.postrm: Don't fail if the module has already been disabled. (LP: #500390)" has been applied in the package available in Debian unstable.

     - updated Section to 'httpd' to match override file
