List of packages in Themes and tweaks that would be better of in System

Themes and tweaks suggests modifying the look and feel of the system. System sounds like it should have the tools the system.

Here are a selection of tools in themes and tweaks that sound like they would be better off in system:

Firestarter
Firewall Configuration
Hplip Printer
Hardware lister

I can go on if these are correct.

Also would it be sensible to add meta bugs for each section to list packages that shouldn't be in them?
