This is a prerequiste to make incremental tag-based search of bugs (bug 66841 and bug 66839) really useful.
Without this list of favourite tags, restricting bug listing by highly pertinent but little used tags would be difficult because those tags may be drowned in a long list, or hard to access (with the fix for bug 59154).
