arptables fails with mangle target in 10.10

Bug Description

Binary package hint: arptables

arptables rule that works in 10.04 fails to load in 10.10:

root@web4:/home/tlb/dpkg# arptables -A FORWARD --h-length 6 --source-mac 52:54:00:0e:0d:52 -j mangle --mangle-mac-s 6c:62:6d:85:ba:9e
arptables: Input/output error
root@web4:/home/tlb/dpkg#

root@tlb-laptop:/home/tlb# arptables -A FORWARD --h-length 6 --source-mac 52:54:00:0e:0d:52 -j mangle --mangle-mac-s 6c:62:6d:85:ba:9e
root@tlb-laptop:/home/tlb#

I have tried rebuilding the arptables package but it still fails.

Thank you for taking the time to report this bug and helping to make Ubuntu better. In order to find and resolve the problem, I'd like to know what architecture and kernel version (as output by `uname -a`) you are using.
