update-motd doubles the motd after upgrade from lucid to maverick

Bug Description

A stock server installed with Lucid and upgraded to Maverick will show the following for its /etc/motd file:

Ubuntu 10.10

Welcome to Ubuntu!

The quick fix for this is to wipe out /etc/motd.tail
