Software authentication issue: apt-p2p & offical country mirror for Austria

Bug Description

Using apt-p2p in combination with the official Ubuntu country mirror for Austria (at.archive.ubuntu.com) results in an APT warning message, that the software can't be authenticated (most but not all packages affected).

1. Changing the mirror (for example to de.archive.ubuntu.com) solves the problem.
2. Deleting "http://localhost:9977/" out of each line ("deactivating" apt-p2p) solves the problem.

Can someone confirm this issue using my attached sources.list?

Today I noticed that some packages are correctly authenticated - I get no APT warning message when I try to install them. So I checked some random packes and made a list. Maybe this helps.

As supposed in Question #129493 the reason for this issue could be that the Austrian mirror currently isn't up-to-date as you can see. So I looked at this mirror list (https://launchpad.net/ubuntu/+archivemirrors) and changed my sources.list (I'll attach this file) to use the Georgian mirror - which also isn't up-to-date right now (status: one week behind). But I couldn't reproduce this bug.

I tried four different mirrors and the only one with which I can always reproduce this bug is the Austrian country mirror.
