+new-recipe needs an introductory sentence plus a link to help

Bug Description
The page on which one creates a new source recipe does not explain what source recipes are nor how to write them.
The recipe text box is pre-populated but its contents are not explained.
We can fix this with an introductory paragraph/sentence under the headline (between the headline and the "this stuff's new, file a bug" box that's there right now) that links to the relevant section of the help wiki.
We should then add a pop-up help link close to the recipe text box. I propose a help pop-up, rather than a link to the help wiki page because I think it will be easier to refer to the help pop-up in the page while writing the recipe.

It's true it does come up in the same window/tab, which is good, but
there are some disadvantages:
- help popups can't be moved to a separate window on the desktop so
you can see them side by side
- as implemented in other apps, it blocks interaction with the dialog
- they don't have a url that can be pasted in irc etc
- it's much harder to change the text and improve it
