selected German in gfxboot, got English installer

Bug Description

amd64/alternate 20061017: I selected German language/keyboard in gfxboot. d-i did not ask me for language/region/keyboard any more, but was in English. When I don't touch the language in gfxboot, d-i does ask me for the language, I can select German and all is fine.

btw, /proc/cmdline had the correct locale setting.

  * Fetch the previous language before processing preseeding, so that
    preseeding still works properly (closes: Malone #66532).

Needs a d-i rebuild too, which I'll do once the binaries land.
