emacs opens specified file behind *scratch*

Bug Description

Binary package hint: emacs

When starting emacs with

emacs -q foo.txt

the splash is displayed, after which *scratch* gets focused. This is different from previous behaviour where foo.txt gets the focus.

This does not happen if the splash is not displayed, i.e. with

emacs -Q foo.txt

It happens to me only in emacs-snapshot in edgy.
emacs21 works normally in edgy

I can't reproduce this with emacs-snapshot on edgy.
