This is simply a software version issue. The ec2-describe-tags is in the ec2-api-tools version 1.3-57419, but that version is not available on Ubuntu 10.04 at this time.

The latest version on Ubuntu 10.04 is 1.3-46266 which correctly does not include ec2-describe-tags.

This bug might be replaced by a request to upgrade the ec2-api-tools software package on Ubuntu 10.04.

You could also grab the maverick package.
