It seems it's a bug into:

/lib/udev/rules.d/40-usb_modeswitch.rules

By editing the relevant entry from

ATTRS{idVendor}=="1ee8", ATTRS{idProduct}=="0012", RUN+="usb_modeswitch '%b/%k'"

to

ATTRS{idVendor}=="1ee8", ATTRS{idProduct}=="0012", RUN+="/sbin/modprobe option"

I got the "Mobile Broadband" tab enabled.
The mobile broadband is not working, anyway.

affects: kdebase-runtime (Ubuntu) → plasma-widget-networkmanagement (Ubuntu)

I would like to be able to tether my phone via bluetooth and use it as a mobile broadband device. This works well through the GNOME UI, but appears to be impossible in KDE. Even if I use blueman to connect to the device and activate dial-up-networking, the KDE network management interfaces (neither the plasma widget nor knetworkmanager) provide no way to activate a network connection.

The issue continues today in a fresh install of 12.04 64 bit, with all updates to KDE 4.9.2. Mobile Broadband tab is grayed. Wvdial and KPPP cann access the modem and make connection. It seems that the bug is not solved yet. Please assigned it to someone to be solved. Thanks.
