Bug Description
If a site's NTP time servers are already sending out NTP broadcast packets on port 123, vxWorks and RTEMS IOCs should be able to synchronize to these packets instead of sending out an NTP request every 60 seconds like they do at present.
The current osdNTPGet() API doesn't allow this, and it needs the NTPTimeSync() loop to be changed to implement it. Can probably be configured using the existing EPICS_TS_NTP_INET parameter. Must be designed to retain the current behavior on vxWorks though, where an empty EPICS_TS_NTP_INET parameter means direct NTP requests to the boot host.

Setting EPICS_TS_NTP_INET to ":" or ":123" should configure the NTP broadcast mode.
